The problem seems to be local, since the University in Tehran is indeed still reachable.
It’s not just one or two1 submarine cables being cut affecting the browsing experience in Egypt, India, etc.

Iran is as of now completely cut off the internet.
Weird coincidence, isn’t it?
Who would gain anything from kicking Iran off the Net?

So Iran now can’t answer allegations of their possessing WMD. Why isn’t that neat? “They didn’t deny having WMD, so we figured they have ‘em and struck back first. I mean we had to defend ourselves!” /me removes tinfoil hat…

Iran isn’t off the internet, which is why http://www.iust.ac.ir/ (note, same domain as is mentioned in the Internet Traffic Report) and http://www.nic.ir/, both of which point to IP addresses “belonging” to the Iranian equivalent of ARIN, and assigned to organisations in Iran, still work perfectly well.
